The exact text we saved

This is the version exactly as it was saved, character for character. The SHA-256 hash below is a 64-character code worked out from that text. Run the same text through SHA-256 and you get the same code; change a single letter and the code comes out completely different. Each version also stores the previous version’s hash, which chains them together so no version can be swapped out quietly.

headline: EU charges TikTok with failing to protect users’ mental health
dek: TikTok has been charged by the European Commission with failing to protect users’ mental health by exposing them to a relentless stream of content that risks worsening eating disorders and anxiety in a case that strikes at its business model. Issuing a preliminary ruling on Friday, the EU regulator said TikTok’s algorithm “can be harmful” and was leading young and vulnerable users “down rabbit holes they cannot easily escape from”. The Chinese-owned short-video platform, which has 189 million users in the EU, wa…

problem_reading: The European Commission preliminarily found that TikTok's recommendation algorithm keeps serving repetitive content on themes like body image and isolation, and that its safeguards, including the "not interested" button, failed to stop it for the platform's 189 million EU users.
problem_evidence: TikTok’s safeguards to mitigate the risks of “rabbit-hole effects” | if a user checked a “not interested” button on a video about eating patterns, the algorithm would still offer them similar content on diet and body image
quick_read: The European Commission has issued a preliminary ruling charging TikTok with failing to protect users' mental health. Officials said the platform's algorithm serves repetitive content on themes such as body image or isolation, which can cause anxiety and sadness and worsen existing eating disorders. TikTok has 189 million users in the EU.

The case targets TikTok's engagement-driven business model rather than any single illegal video. Investigators focused on legal content, arguing that watching scores of videos on one theme can cumulatively damage mental health. If the finding is upheld, TikTok could be fined up to 6% of its global turnover, though it can first examine the file and mount a defence.

TikTok called the Commission's statements fundamentally inaccurate and said it has a strong record of protecting its community. The outcome is unresolved: the company could change its recommender system to avoid a fine, and it has previously said it would challenge the Commission's earlier finding on addictive design.
limitation: The ruling is preliminary: TikTok can still examine the investigation file and mount a defence, and it disputes the findings as inaccurate.

key_points: The Commission's preliminary ruling says TikTok's algorithm can lead young and vulnerable users down rabbit holes they cannot easily escape from. | Officials found the safeguards ineffective: a "not interested" click on an eating-patterns video still brought similar diet and body image content. | Refreshing the feed gave only a brief respite from a stream of content on one topic, officials said. | The investigation focused on legal content, where the cumulative effect of many videos on one theme could damage mental health. | TikTok says more than 79 million EU users used its "not interested" or keyword filters in the first six months of 2026. | EU officials want TikTok to change the design of its ForYou feed and give users greater control over what they see. | The maximum penalty is a fine of up to 6% of TikTok's global worldwide turnover.
rundown: The findings are part of a broader Digital Services Act investigation launched in February 2024. The Commission has already found that TikTok violated EU rules over the "addictive design" of features such as infinite scroll, a finding the company called categorically false and meritless.

Henna Virkkunen, the Commission's lead official on tech policy, said every scroll or like leads the algorithm to serve more of the same. A Commission official told reporters, "We are addressing a business model", saying an engagement-focused model can create risk for minors and vulnerable adults.

TikTok says its policies prohibit content promoting disordered eating and risky weight-management behaviours. A separate complaint over transparency of advertising payers was resolved when the company made binding commitments last December.

The Molly Rose Foundation welcomed the findings and cited a survey finding that nearly half of girls and a third of all UK teenagers saw suicide, self-harm and eating-disorder content on social media in a week. It urged Ofcom to open its own investigation.

How to check it yourself, without trusting this page

Download any version from /api/record/TRV-2026-2400 and hash its canonical field yourself, for example with shasum -a 256. You should get its content_hash. Each version’s text also ends with prev:and the hash of the version before it (version 1 points to 64 zeros). If anyone had changed a single character of any version after it was saved, those hashes wouldn’t line up.
